The fourth sitting of the MNOP Committee meeting held today at 3 PM under the chairpersonship of Mrs. Manjula Prashar, Member (Operations), Postal Services Board. Com. M. Krishnan, Secretary General, NFPE and Sri. D. Theagarajan, Secretary General, FNPO attended.

The Staff side categorically made it clear that they are totally against implementation of first class mails hubs (L1, L2) as it will adversely affect the efficiency of the mails sector and will lead to large scale closure/merger of offices in addition to dislocation of staff. The official side argued that the MNOP is for the best interest of the department and employees.

AS NO CONSENSUS COULD BE ARRIVED THE MEETING ENDED IN DISAGREEMENT.

Allotment of Government accommodation – Notice from DIRECTORATE OF ESTATES


NOTICE
                     All the applicants who are registered with the DIRECTORATE OF ESTATES for allotment of Govt. accommodation of various types are sent their login ID and password for exercising their preferences for the houses and are Informed about the allotment via SMS on their mobile numbers as well as e-mail on their mail IDs registered with this Directorate.
However, as per the new guidelines issued by the Telephone Regularity Authority of India (TRAI) in September 2011, messages sent via group SMS are not being delivered to those applicants whose mobile numbers are registered for “Do Not Disturb (DND)”.
Therefore, those applicants who have registered for login ID and password and have not received the same via SMS are advised to check their e-mails. In case they do not get it on e-mail too, they may contact in person to NIC, Room No. 418-C, Directorate of Estates, Nirman Bhavan, New Delhi along with their Registration No. and office ID.
Further, those applicants who have not received SMS alert about allotment are also advised to check their e-mails or visit www.estates.nic.in day after the date of allotment for information regarding allotment. In case of any difficulty, they may contact the following:

Expected Dearness Allowance from January 2012 :

Dearness Allowance to all categories of Central Government employees is being sanctioned by the Government twice in a year, on 1st January and 1st July based on the increase in the average monthly All India consumer price index and it is granted to compensate the price hike above 536 points(Base Year 1982=100) 115.76 Points (Base Year 2001=100). The average increase is calculated up to December for grant of DA from 1st January and up to June for grant of DA from 1st July.
DA is calculated on the basic pay (plus NPA and stagnation increment). Special Pay, Personal Pay etc. are not taken into account for this purpose.
Dearness allowance calculation is based on AICPIN (IW). The statistics has been published by Labour Bureau in the last date of every month for subsequet months. The authentic department of Labour Bureau under Ministry of Labour & Employment computing the Consumer Price Index Numbers for Industrial Workers on base 2001= 100, for this calculation, more than 80 selcted places in over all India and an average monthly consumer prices of 24 essential commodities are taken for the finalise the index.
We are all know that the DA is announcing once in six months i.e., January and July of every year. The index has been taken for the calculation of DA from January to Jnue and July to December. The first instalment was announced in march and the second instalment on September, the next instalment for the year 2012 will be announced by March.
For exact calculation of additional Dearness allowance, the AICPIN-IW received only for two months of July and August. After knowing the index value for remaining four months only, we can compute exact the percentage of additional Dearness allowance from Jan, 2012, even though we can predict with reasonably by our expreience in this field, it may be enhanced minimum of six percent.

Updated Version of Centralized Pension Grievance Redressal and Monitoring System for Better Services to The Pensioners
             The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.
The Department of Pension & Pensioners’ Welfare with the help of NIC has developed an updated version of CPENGRAMS, which is based on integration of the data base of Centralized Public Grievances Redressal and Monitoring System (CPGRAMS), under the administrative control of Department of AR&PG and the CPENGRAMS, administered by Department of Pension and Pensioners’ Welfare. Under the updated version the pension related grievances will be combined with other grievances and therefore receipt from multiple sources will not be there for the Ministries/Departments. This will also facilitate disposal of grievances for all Ministries/Departments who can now log on to CPGRAMS and look into the pension grievances. Earlier they had to log on to CPENGRAMS & CPGRAMS separately.

OFFICE MEMORANDUM
Subject:- Rates of Dearness Allowance applicable w.e.f. 01 .07.2011 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre revised scale as per 5th CPC.
The undersigned is directed to refer to this Department’s OM. of even No. dated 31st March. 2011 revising the Dearness Allowance w.e.f 1.1.2011 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.
2 The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 115% to 127% w.e.f, 01.07.2011. All other conditions as laid down in the O.M.of even number dated 3rd October. 2008 will continue to apply.
3 The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Sub: Commuted Leave to a Government Servant who has opted out of CGHS facilities and is availing the medical facility provided by the employer of his / her spouse - clarification.


This Department has been receiving references from various Ministries Departments seeking clarification regarding admissibility of Commuted Leave on the basis of medical certificates issued by Hospitals/Medical Practitioners approved by the employer of the spouse in cases where the concerned employee has been allowed to avail such facilities from the employer of the spouse. The matter has been considered in the light of clarification given by the Ministries of Health and Family Welfare. 

It is clarified that leave on medical grounds may be allowed on the basis of certificates issued by Hospitals / Medical Practitioners approved by the employer of the spouse in such cases.
